Organization & Operation
Founded in 2017, Global Emergency Relief, Recovery & Reconstruction (GER3) in a non-profit organization that supports crisis-affected communities to build back better. GER3 clears the debris left by a disaster, provides temporary facilities and immediately starts the reconstruction process with a focus on affected homes, schools and health facilities. GER3 is committed to using sustainable, culturally appropriate and community-led interventions.
The January 2025 Los Angeles wildfires claimed the lives of at least 17 people and charred over 45,000 acres of land. Over 10,000 structures are reported to have been destroyed by the Eaton fire. Over 130,000 individuals have evacuated the area and face an uncertain return to their communities. More than 1.2 million people were directly impacted by the wildfires, with thousands losing their homes, farms, and businesses. Approximately 85,000 individuals sought refuge in temporary shelters, while many more were forced to relocate with relatives or friends. Many community centers, which served as gathering places and resource hubs, were either destroyed or rendered inoperable, leaving residents without critical support systems.
California’s wildfires have increasingly shifted from being rural to urban events that devastate entire residential and commercial neighborhoods, highlighting the urgent need to implement robust community emergency preparedness planning, environmental regeneration, and fire mitigation techniques. Due to the vast devastation left in the wake of the Eaton fires, GER3 is committed to addressing these challenges by implementing technical, evidence-based strategies to adapt and strengthen community resilience to fire events, incorporating fire-resistant building techniques, public education, and nature-based solutions.
Position Overview
GER3 is seeking a Reslience Services Project Manager to oversee the implementation of home hardening measures and fire-resistant landscaping initiatives. This role involves identifying and vetting qualified contractors, managing procurement and bidding processes, and overseeing project execution to ensure high-quality results. The Manager will be responsible for implementation, budget management, quality control, and reporting, working closely with contractors and homeowners to implement customized fire mitigation strategies.
The ideal candidate will have experience in construction management, wildfire mitigation, or disaster recovery, with strong leadership, organizational, and operational skills. This role requires adaptability and problem-solving to ensure the successful completion of all activity areas while contributing to GER3’s broader wildfire resilience efforts.
Key Responsibilities
Contractor Management & Procurement
- Identify, vet, and select qualified contractors for home hardening and fire-resistant landscaping projects.
- Oversee the bidding and procurement process, ensuring compliance with GER3’s procurement policies.
- Negotiate contracts, define scopes of work, and monitor contractor performance to ensure project objectives are met.
Project Oversight, Quality Control & Safety
- Develop and manage project timelines, ensuring milestones are achieved efficiently.
- Conduct regular quality inspections to ensure compliance with fire mitigation standards and best practices.
- Work alongside contractors to implement customized home hardening solutions, adapting to the specific needs of each property.
- Enforce safety regulations and industry best practices, ensuring adherence to OSHA, EPA, and GER3 safety guidelines.
- Conduct regular safety checks and risk assessments, addressing hazards proactively.
- Maintain accurate safety documentation, incident reports, and compliance records.
Budget & Resource Management
- With support from the Finance and Compliance Specialist, manage project budgets, track expenses, and ensure cost-effectiveness in all activity areas.
- Oversee procurement of materials and equipment necessary for home hardening and landscaping efforts as needed.
- Provide financial reporting requirements to the Finance and Compliance Specialist and Program Lead.
Stakeholder Coordination & Reporting
- Maintain clear communication with homeowners, local authorities, and GER3 leadership regarding project progress.
- Prepare and submit regular reports on project implementation, financial status, and impact.
- Collaborate with community stakeholders to promote fire-resistant practices and awareness.
Program Adaptability & Innovation
- Adjust project strategies and implementation plans as needed to optimize impact.
- Adapt to new initiatives, evolving program priorities, and operational changes to enhance program impact.
- Identify opportunities for process improvements and innovative solutions in fire mitigation efforts.
- Support additional wildfire resilience initiatives as needed to strengthen GER3’s overall program effectiveness.
Qualifications & Requirements
- Minimum 5 years of experience in construction management, wildfire mitigation, disaster recovery, or a related field, with proven experience managing projects, budgets, and contractor relationships, preferably in the state of California.
- Proven ability to oversee procurement processes and ensure project compliance.
- Strong leadership, organizational, and problem-solving skills.
- Knowledge of fire-resistant building materials, landscaping techniques, and mitigation strategies.
- Financial literacy and experience managing budgets.
- Ability to conduct site inspections, ensure quality standards, and work in field conditions.
- Strong communication and stakeholder engagement abilities.
- Flexibility to adapt to evolving program needs and operational adjustments.
